This is not the first time that FEMA recently refused state requests. Earlier this month, Democratic Governor Bob Ferguson, of Washington, said that FEMA had denied the request for aid in the event of a federal disaster of its state from a “bomb cyclone” which criticized the state last November.

ABC News asked FEMA comments on the reasons why the Arkansas request was refused.
During a visit in January in certain parts of North Carolina, still beaten by Helene, Trump strongly criticized FEMA and the suggested states could better manage help in the event of a disaster than the federal government.
“You want to use your condition to repair it and not waste time calling fema,” he said. “And then the FEMA arrives here and they do not know the region. They have never been in the region, and they want to give you rules that you have never heard of. They want to bring people who are not as good as the people you already have. And FEMA has proven to be a disaster.”
In January, Trump published a decree creating an examination council to examine the agency and make recommendations to revise it.
